IMPAIRED DRIVING MOBILIZATION (LDM) INCENTIVE AWARD
The program made participating agencies eligible for a random drawing
for funds to purchase traffic safety equipment and/or training. Over
the period of
Aug. 18-Sept. 4. Agencies increased DWI enforcement. Some
agencies used traffic safety funding some volunteered to participate.
The City of Kemah Police Dept. was one that volunteered and was
selected in a random drawing to receive a $4000.00 incentive award.

P*A*M*S
Precinct 7 Constables
office has established the P*A*M*S, Predator Apprehension Monitoring
Squad.
The purpose of P*A*M*S is to make contact with every
registered SEX OFFENDER within precinct 7. This would include
Bacliff, San Leon, Bayview, Kemah, Clear Lake Shores, League City and
Dickinson.
Making contact would include verification of home address, work address
and conditions of offender registry and monitoring there compliance to
any and all conditions and laws. Constable Matrangas office will
also maintain a file on every registered Sex offender in precinct 7 to
be updated and monitored weekly to monthly. Any offender found
not to be incompliance will subject to charges and arrest.
The point of this squad is not to harass but to see that compliance is
in place. We are working in connection with the Sheriffs department as
the “eyes” in the community to monitor these offenders closely.
Our goal is to work with every agency in this precinct and throughout
the county to insure the safety of our children and the families that
choose Galveston County has their home.
The P*A*M*S will also monitor the predators who prey on our seniors
with scams, identity theft and other crimes against our super seniors.
We at precinct 7 are taking steps to bring our community closer and
safer.
We offer a HOT LINE that citizens may call confidentially and
leave a message if they suspect a senior is being preyed on or if they
have a concern about a registered Sex Offender.

I am voting for Jon Hall for Galveston

Jon is by far the best candidate for this important job. He is a
40 year resident of Galveston County - Jon grew up in League City and
Friendswood, and graduated 3rd in his class from Friendswood High
School in 1981. He received a Bachelor of Science degree, with
Honors, from the University of Texas in 1985, and graduated from the UT
Law School in 1988.
In January of 1989, Jon entered active duty in the US Army. He
served as an Army lawyer (JAG) for 10 years in Germany, Louisiana, and
Korea. Jon still seves in the Army Reserve, having attained the
rank of Lieutenant Colonel. He completed the JAG Officer Basic
and Advanced Courses, the Combined Arms and Services Staff School, and
the Command and General Staff Officer's Course. This year Jon was
selected as one of only three Reserve JAG officers as a student in the
Army War College. He is a veteran of Operation Desert
Shield/Desert Storm, and the ongoing Global War on Terror. Jon's
military awards and decorations include the Bronze Star Medal, the
Meritorious Service Medal, the Joint Service Commendation Medal, the
Army Commendation Medal, the Army Achievement Medal, the Army Reserve
Components Achievement Medal, the Southwest Asia Service Medal, the
Korea Service Medal, the Overseas Service Ribbon, and the Parachutist
Badge.
After leaving active duty Jon continued his career in public
service. Since 1999 Jon has been a prosecutor in the Brazoria
County District Attorney's Office, handling cases ranging from
misdemeanor DWI to multiple murder. He has been especially
successful prosecuting sexual assault crimes, including sexual assaults
of children. Jon’s record in trial is outstanding; his jury
arguments draw admirers from throughout the courthouse. But the
District Attorney's office needs more than a good lawyer, or even a
great lawyer… IT NEEDS A LEADER.
Jon has shown over and over again that he has the leadership skills and
experience that can improve an organization's morale and
performance. Several of Jon's military evaluations are posted on
his website (www.electjonhall.com); you will see there the opinions of
senior Army officers regarding Jon's abilities as a leader - a trainer,
mentor, motivator. Law school does not teach these skills - but
the Army does. Jon has completed hundreds of hours of graduate

* Jon's opponent has lost the confidence of his employees. Five
senior prosecutors have quit in the last year. The office needs
real leadership.
* Jon's opponent does not respect his employees. Instead of
talking face to face, he often communicates via email or letters left
on an employee's desk. He also asked his employees to help with
his campaign - thereby placing every employee in the awkward position
of risking their jobs if they decline. That is incredibly
disrespectful of e the employees of a public office.
* Crime is up in Galveston County, while crime dropped in every
other county around Houston. The same old solutions will not
solve new problems.
* Jon's opponent does not manage the office well. The
internal procedures are unnecessarily cumbersome, costing taxpayer
dollars and clogging the system.
We cannot wait four more years for the current DA to learn how to be a
leader.

KGB Letter Outlines Sen. Kennedy's
Overtures to Soviets, Prof Says

(CNSNews.com) - The antipathy that congressional Democrats have today
toward President George W. Bush is reminiscent of their distrust of
President Ronald Reagan during the Cold War, a political science
professor says.
"We see some of the same sentiments today, in that some Democrats see
the Republican president as being a threat and the true obstacle to
peace, instead of seeing our enemies as the true danger," said Paul
Kengor, a political science professor at Grove City College and the
author of new book, "The Crusader: Ronald Reagan and the Fall of
Communism."
In his book, which came out this week, Kengor focuses on a KGB letter
written at the height of the Cold War that shows that Sen. Edward
Kennedy (D-Mass.) offered to assist Soviet leaders in formulating a
public relations strategy to counter President Reagan's foreign policy
and to complicate his re-election efforts.
The letter, dated May 14, 1983, was sent from the head of the KGB to
Yuri Andropov, who was then General Secretary of the Soviet Union's
Communist Party.
In his letter, KGB head Viktor Chebrikov offered Andropov his
interpretation of Kennedy's offer. Former U.S. Sen. John Tunney
(D-Calif.) had traveled to Moscow on behalf of Kennedy to seek out a
partnership with Andropov and other Soviet officials, Kengor claims in
his book.
At one point after President Reagan left office, Tunney acknowledged
that he had played the role of intermediary, not only for Kennedy but
for other U.S. senators, Kengor said. Moreover, Tunney told the London
Times that he had made 15 separate trips to Moscow.
"There's a lot more to be found here," Kengor told Cybercast News
Service. "This was a shocking revelation."
It is not evident with whom Tunney actually met in Moscow. But the
letter does say that Sen. Kennedy directed Tunney to reach out to
"confidential contacts" so Andropov could be alerted to the senator's
proposals.
Specifically, Kennedy proposed that Andropov make a direct appeal to
the American people in a series of television interviews that would be
organized in August and September of 1983, according to the letter.
"Tunney told his contacts that Kennedy was very troubled about the
decline in U.S -Soviet relations under Reagan," Kengor said. "But
Kennedy attributed this decline to Reagan, not to the Soviets. In one
of the most striking parts of this letter, Kennedy is said to be very
impressed with Andropov and other Soviet leaders."
In Kennedy's view, the main reason for the antagonism between the
United States and the Soviet Union in the 1980s was Reagan's
unwillingness to yield on plans to deploy middle-range nuclear missiles
in Western Europe, the KGB chief wrote in his letter.
"Kennedy was afraid that Reagan was leading the world into a nuclear
war," Kengor said. "He hoped to counter Reagan's polices, and by
extension hurt his re-election prospects."
As a prelude to the public relations strategy Kennedy hoped to
facilitate on behalf of the Soviets, Kengor said, the Massachusetts
senator had also proposed meeting with Andropov in Moscow -- to discuss
the challenges associated with disarmament.
In his appeal, Kennedy indicated he would like to have Sen. Mark
Hatfield (R-Ore.) accompany him on such a trip. The two senators had
worked together on nuclear freeze proposals.
But Kennedy's attempt to partner with high-level Soviet officials never
materialized. Andropov died after a brief time in office and was
succeeded by Mikhail Gorbachev.
In his attempt to reach out the Soviets, Kennedy settled on a flawed
receptacle for peace, Kengor said. Andropov was a much more belligerent
and confrontational leader than the man who followed him, in Kengor's
estimation.
"If Andropov had lived and Gorbachev never came to power, I can't
imagine the Cold War ending peacefully like it did," Kengor told
Cybercast News Service. "Things could have gotten ugly."
In the long run of history, Kengor believes it is evident that Reagan's
policies were vindicated while Kennedy was proven wrong. In fact, as he
points out in his book, Kennedy himself made a "gracious concession"
after Reagan died, crediting the 40th president with winning the Cold
War.

Whittington was endorsed by the Galveston County Deputy Sheriffs’

(GCDSA) in his bid for the 212th District Court.
Whittington, a conservative Republican, was appointed to the 212th
District Court by Governor George W. Bush in 1998 and served until
December 31st, 1998.

WCID 12 Pres. Matt Wiggins now Kemah City Councilman, found Designer
and lens preservationist Dan Spinella in Florida and arranged for him
to "Create" the Lens for the new WCID 12 Water Tower/Lighthouse. Here
is a brief summary of the Fresnel lens that was installed in the Kemah
Lighthouse.

The lens is
a 3rd order rotating Fresnel lens replica. It was
modeled after the historic Fresnel lenses that were common in U.S.
lighthouses from the mid 1800’s to the early 1900’s. Some
lighthouses still retain their Fresnel lenses but most are in
museums. The lens was invented by the French physicist Augustin
Fresnel in 1819. These lenses come in 6 sizes also know as
orders, 6th order (smallest lens) to 1st order
(largest lens). The production of these lenses stopped in the
early 1900’s.
The lens installed in the Kemah Lighthouse is a 3rd
order rotating style. The lenses and prisms are machined from an
optical acrylic material. Original Fresnel lenses have glass
lenses and prisms. The Coast Guard values an original 3rd
order lens at $750,000.00. Manufacturing the lens out of acrylic
is more cost effective and can be produced for about 1/10 the
cost. The frame is made of solid brass just as the historic
lenses. The lens has 8 flash panels, or bulls-eyes, and produces
8 beams of light. The lens rotates approximately 1 revolution per
minute and produces a flash every 7 seconds. The light source is
a 1000 watt bulb that remains steady. The flash is produced by
the rotation of the lens viewed from a distance as the flash panel
rotates in your line of sight. The lens weighs 750 lbs. and is 6
feet tall and 4 feet in diameter. The total height is 10 feet
including the pedestal.

. Augustin Fresnel’s original formulas were used to calculate the
shapes and curvatures of the lenses and prisms. The lens collects
light from a single source and directs it into horizontal beams.
The original lenses were illuminated by oil or kerosene burning
lamps. A clockwork mechanism was used to rotate the lens driven
by a weight that would drop down the center of the lighthouse, very
similar to a grandfather clock. The Kemah lens is rotated by an
electric motor and gearbox.

Veteran Data Theft News
and What You Can Do to Protect Yourself
Perhaps the most ironic recent data theft news was that
Equifax Inc., one of the three major credit reporting bureaus, reported
that a laptop which contained employee names and Social Security
numbers was stolen from an employee traveling near London.
The Department of Veteran Affairs announced that it is
offering a year of free credit monitoring to the millions of veterans
and military personnel whose data were stolen last month. You can read

randomly killing and maiming non-combatant civilians for the purpose of
sowing fear and insecurity, 911's raid on the World Trade Center,
carried out by the soldiers' of Al-Qaeda was a well-planned and
well-executed attack . The organization has wanted to kill

Q Sir,
several news organizations have reported about a program that allows
the administration to look into the bank records of certain suspected
terrorists. My questions are twofold: One, why have you not gone to
Congress to ask for authorization for this program, five years after it
started? And two, with respect, if neither the courts, nor the
legislature is allowed to know about these programs, how can you feel
confident the checks and balances system works?
THE PRESIDENT:
Congress was briefed. And what we did was fully authorized under the
law. And the disclosure of this program is disgraceful. We're at war
with a bunch of people who want to hurt the United States of America,
and for people to leak that program, and for a newspaper to publish it
does great harm to the United States of America. What we were doing was
the right thing. Congress was aware of it, and we were within the law
to do so.
The American
people expect this government to protect our constitutional liberties
and, at the same time, make sure we understand what the terrorists are
trying to do. The 9/11 Commission recommended that the government be
robust in tracing money. If you want to figure out what the terrorists
are doing, you try to follow their money. And that's exactly what we're
doing. And the fact that a newspaper disclosed it makes it harder to
win this war on terror.

60 Years Late: Elks to Help Finally
Build a Memorial to Honor 800,000 Texas Veterans of World War II
Texas Elks have joined a statewide
fundraising effort to correct 60 years of neglect by finally honoring
all veterans of World War II with a monument on the grounds of the
State Capitol in Austin.
It came as a surprise to most Elks
at the state convention in Houston---as it does to most Texans---to
learn that although the war ended 60 years ago, their state still has
no official memorial to the 830,000 Texans of “the Greatest Generation”
who served in World War II.
This won’t be the first time Elks have stepped up to help
honor the veterans of World War II. The Elks nationally donated more
than $1 million to be among the largest contributors to the
construction of the national monument in Washington.

-- Miami-Dade police say a man stuck a potato on the barrel of a gun,
believing the spud would act as a silencer and muffle the shooting of a
woman.
Police say Shane Thompson carved a hole in a potato with a
spoon, stuck his gun inside and threatened to shoot the mother of his
child. Thompson reportedly told her that no one would hear the shot,
because of the potato's silencing qualities.
Police say he never fired the tater-tipped gun, but
instead hit the woman several times. Thompson has been charged with
false imprisonment, aggravated assault and battery.
While spuds are nutritious, the silencer potato is an
urban legend dating to the 1920s. Thompson apparently isn't alone in
believing the myth.
A Miami-Dade financial advisor was convicted in the early
1990s for shooting one of his clients to death with a gun topped with a
potato. Crime scene technicians found the potato under her body.

As Republicans filed into the Henry B. Gonzalez Convention
Center, state Democratic Party officials and Democratic legislators
from San Antonio criticized Texas GOP leaders' stance on immigration.
"Gov. Perry and the Republican Party have used immigration
as a wedge issue to divide people," said Rep. Joaquin Castro.
Rep. Trey Martinez Fischer said under the Republican
Party's proposed platform, it's questionable whether the late U.S. Rep.
Henry B. Gonzalez, a longtime congressman from San Antonio and son of
Mexican immigrants, would actually have been an American citizen.
The tentative GOP platform calls for the suspension of
automatic citizenship for children born in the United States to illegal
immigrants.
Meanwhile, Gonzalez's son, U.S. Rep. Charlie Gonzalez,
D-San Antonio, said Republicans don't want to address immigration in
any substantive fashion and are using the issue only for political
rhetoric. He said Democratic gubernatorial nominee Chris Bell, a former
congressmen, does want to solve the problems facing
Texas.
"The Texas Republican Party is divided this year,
and if Texans want a leader, they should unite behind Chris Bell,"
Gonzalez said.
Bell will figure prominently at the Texas Democrats'
convention next week in Fort Worth.

Federal intelligence
sources have confirmed
that Al Qaeda views the southern border as a prime point of entry into
this country.
Despite the clear threat, Perry said federal homeland
security dollars
have not followed that intelligence. Yesterday, the Department of
Homeland Security announced that funding for Texas, the state with the
longest international border, would be cut 31 percent from last year.
While the debate boiled at the Republican Party of Texas
convention
in San Antonio more than 5,700 delegates and alternates, there was
broad support for a
hard-nosed platform plank on illegal immigration.
Both Republican Texas senators voted against the Senate
bill and denounced it
in speeches Saturday to convention delegates.
Securing the borders should be Congress' top
priority, U.S. Sen. Kay Bailey Hutchison said.
"I could not support the Senate bill that left the floor
last week," said Hutchison, receiving a standing ovation. "And we will
make every effort to do it right — I promise you that."
Hutchison is running for re-election against
Democrat Barbara Ann Radnofsky, who will speak at her party's state
convention later this week.
Sen. John Cornyn, meanwhile, sided with the House
bill that would make felons of people here illegally and set up
criminal penalties for those who help undocumented
immigrants.
"I think the U.S. House of Representatives has its
priorities right," said Cornyn, who will sit on the conference
committee charged with trying to resolve the vast differences between
the House and Senate versions.
